Government should: Guarantee children’s right to freedom of movement and peaceful assembly by: (a) Banning the use of acoustic devices (‘mosquito devices’) in public spaces to disperse crowds. (b) Collecting data on measures used against children to disperse crowds and address antisocial behaviour. Monitor the criteria of their use.


Original UN recommendation

In order to fully guarantee children’s right to freedom of movement and peaceful assembly, the Committee recommends that the State party: (a) Prohibit the use in public spaces of acoustic devices used to disperse gatherings of young people (so-called “mosquito devices”); (b) Collect data on measures used against children, including children aged 10-11 years, to deal with antisocial behaviours and for the dispersal of crowds, and monitor the criteria and proportionality of their use.
