Government should: Guarantee any proposed British Bill of Rights would be additional to the European Convention on Human Rights in Northern Ireland law, and that a Bill of Rights for Northern Ireland will also be sought.


Original UN recommendation

Provide reassurance that any proposed British Bill of Rights would complement rather than replace the incorporation of the European Convention on Human Rights in Northern Ireland law and acknowledging this is a primary matter for the Northern Ireland Executive and Assembly — that a Bill of Rights for Northern Ireland to reflect the particular circumstances of Northern Ireland should be pursued to provide continuity, clarity and consensus on the legal framework for human rights there (Ireland).
