Plain English recommendation
Government should: (a) Review how welfare changes affect disabled children and their families; increase payments so that these changes do not disproportionately harm them and that they have an adequate standard of living; (b) Reduce waiting times; improve the system for identifying disabled children’s needs and providing support so that all disabled children can access education, healthcare, social protection and other support; (c) Ensure disabled children can develop and participate fully in society, including by ensuring anyone working with and for them is trained to support them properly and that they can get personal assistance, rehabilitation and assistive devices; (d) Ensure disabled children have a say in all decisions that affect them.
Original UN recommendation
The Committee recommends that the State party: (a) Assess the impact of welfare changes on children with disabilities and their families, and increase social welfare payments accordingly to ensure that policies do not have a discriminatory effect on them and that such payments are sufficient in ensuring their right to an adequate standard of living; (b) Reduce waiting times and strengthen the system for early detection and intervention, including for children with autism and developmental disorders, in order to facilitate access for children with all types of disabilities to education, health care, social protection and support services; (c) Strengthen support for the social integration and individual development of children with disabilities, including by providing capacity-building to professionals working with and for children on the rights and specific needs of children with disabilities, and ensuring their access to personal assistance, rehabilitation and assistive devices; (d) Ensure the right of children with disabilities to be heard in all decisions that affect them.
