Plain English recommendation
Government should: (a) Consider creating a specialist unit in the Metropolitan Police and Crown Prosecution Service to strengthen the use of universal jurisdiction to prosecute perpetrators of torture who are present in the UK. (b) Publish information about UK policy on granting immunity from arrest or criminal proceedings to foreign visitors on diplomatic missions. Ensure that immunity is not granted to anyone who is alleged to have committed torture.
Original UN recommendation
The State party should: (a) Consider strengthening its ability to exercise universal jurisdiction over perpetrators of torture present on the territory of the State party by creating a specialized unit within the Metropolitan Police and Crown Prosecution Service. (b) Publish information concerning the State party’s policy on granting special mission immunity, and take measures to ensure that the State party does not grant immunity to individuals alleged to have committed torture.
