Government should:
Consider agreeing to follow human rights treaties it has not joined. These include the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families (CMW), the International Convention for the Protection of All Persons from Enforced Disappearance (ICPPED), and allowing individuals to make complaints under the International Covenant on Civil and Political Rights (ICCPR) and the Convention on the Rights of the Child (CRC).

The Committee recommends that the State Party consider ratifying the core human rights instruments to which it is not yet a party, namely the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, the International Convention for the Protection of All Persons from Enforced Disappearance, the Optional Protocol to the International Covenant on Civil and Political Rights and the Optional Protocol to the Convention on the Rights of the Child on a communications procedure.
