Plain English recommendation
Government should put in place or improve its policies and plans for tackling racial discrimination and racial inequality in all areas of the UK, including the overseas territories and the Crown dependencies. It should do this in a coordinated way and set specific goals. In particular, Government should:
(a) Establish clear and effective ways to monitor current and future policies, plans and strategies for combatting racial discrimination. It should assess the impact of these, including on institutional and systemic parts of racial discrimination, as well as on reducing racial inequality;
(b) Allocate enough resources to fully implement these policies, plans, and strategies;
(c) Speed up plans for a new Race Equality Action Plan in Scotland. Ensure a new Racial Equality Strategy in Northern Ireland is delivered;
(d) Consult with civil society organisations in a meaningful way at all stages of policies, plans, and strategies. This includes in their development, implementation, monitoring, and evaluation.
Original UN recommendation
The Committee recommends that the State party adopt further comprehensive policies and action plans, or strengthen existing ones, to tackle racial discrimination and inequalities in all jurisdictions of the State party, including the overseas territories and the Crown dependencies, in a coordinated manner and that it include in them specific, time-bound and measurable goals. In particular, it recommends that the State party:
(a) Establish effective and transparent monitoring mechanisms for current and future policies, plans and strategies to measure their concrete impact in combating racial discrimination, including its institutional and systemic dimensions, and in reducing structural inequalities;
(b) Allocate adequate human, financial and technical resources for the effective and full implementation of these policies, plans and strategies;
(c) Expedite the process of adopting a new race equality action plan in Scotland and a new racial equality strategy in Northern Ireland;
(d) Ensure meaningful consultations and engagement with civil society organizations in the development, implementation, monitoring and evaluation of policy measures, plans and strategies, including progress and final outcome assessments.
