Government should: (a) Remove laws allowing people to be detained and treated without their consent on the basis of their actual or perceived impairment. (b) Fully investigate and end all forms of abuse of disabled people in institutions.
Original UN recommendation
The Committee recommends that the State party: (a) Repeal legislation and practices that authorize non-consensual involuntary, compulsory treatment and detention of persons with disabilities on the basis of actual or perceived impairment. (b) Take appropriate measures to investigate and eliminate all forms of abuse of persons with disabilities in institutional facilities.
