Government should: Ensure laws dealing with the legacy of the Troubles are in line with the UK’s human rights obligations; investigate deaths in an independent, effective and timely way, making sure close family can be involved; ensure that the public can hold the Government to account for the investigations, and ensure anyone or any organisation committing gross human rights violations is held responsible.


Original UN recommendation

Ensure the compatibility of any legislation addressing the legacy of the Troubles with the United Kingdom’s human rights obligations, including by ensuring that investigations into deaths are independent, effective and timely, with adequate involvement of next of kin and public scrutiny, and ensure accountability for gross human rights violations (Ireland).
