Government should: Take action to deal with the disproportionately high numbers of young people of African descent and other ethnic minorities in the juvenile criminal justice system; introduce laws to stop anyone under 18 from being locked up with adults.

Take concrete measures to address the over-representation of minors of African-descent and other racial minorities in the juvenile criminal justice system and adopt legislation to ensure that those under 18 are not incarcerated with adults (Costa Rica).
