Argymhelliad Cymreig clir

Cymryd camau i sicrhau bod hawliau plant yn cael eu hystyried ym mhob penderfyniad cyllido, a: (a) Sefydlu system dracio er mwyn monitro sut mae cyllid yn cael ei ddefnyddio i gefnogi plant ar draws pob sector, er mwyn sicrhau ei fod yn deg ac effeithiol wrth fynd i’r afael ag anghydraddoldeb; (b) Gwneud mwy i gasglu a deall gwybodaeth ar: · drais yn erbyn plant · iechyd meddwl · ansicrwydd bwyd · camfaethiad · addysg · sefyllfa plant difreintiedig, yn cynnwys plant mewn gofal, plant anabl, plant sy’n geiswyr lloches a mudwyr, a phlant y mae eu rhieni yn y carchar; (c) Casglu, dall a chyhoeddi gwybodaeth ar sut mae plant yn cael eu heffeithio gan wiriadau stopio a chwilio, dyfeisiadau niweidiol, neilltuaeth, carchariad unigol ac ynysigrwydd; (d) Cyllido system bas data newydd ar blant yn y Tiriogaethau Tramor; (e) Rhannu’r holl wybodaeth hon â llywodraethau datganoledig, Tiriogaethau Tramor, gweinyddiaethau, grwpiau proffesiynol a chymdeithas sifil; sicrhau ei fod yn cael ei ddefnyddio i wirio pa mor dda mae hawliau plant yn cael eu cynnal.


Argymhelliad gwreiddiol y CU

Recognizing the large body of data available on children’s rights, the Committee recommends that the State party: (a) Strengthen its data-collection system with regard to both qualitative and quantitative indicators that encompasses all areas of the Convention, and ensure that the data are disaggregated by age, sex, disability, geographical location, ethnic origin, nationality and socioeconomic background; (b) Improve the collection and analysis of data, including in the Overseas Territories, on violence against children, mental health, food insecurity, malnutrition, education and the situation of children in disadvantaged situations, including children in alternative care, children with disabilities, asylum-seeking and migrant children, and children of incarcerated parents; (c) Regularly collect, analyse and publish disaggregated data on the use of stop-and-search checks, harmful devices, seclusion, restraint, solitary confinement and isolation on children; (d) Allocate sufficient resources for the piloting of an administrative databased system on children in the Overseas Territories; (e) Ensure that the data are shared among devolved administrations and Overseas Territories as well as among relevant ministries, professional groups and civil society and used for the evaluation of policies and projects on children’s rights.
