Dylai’r llywodraeth: (a) Barhau i wella amodau a lleihau gorlenwi mewn carchardai a chyfleusterau cadw eraill, yn cynnwys trwy ddefnyddio dewisiadau amgen i gadw yn unol â’r cyngor a gyhoeddwyd gan y CU ar ddewisiadau amgen i’r ddalfa a thriniaeth o garcharorion. (b) Recriwtio a hyfforddi staff y carchar i wella diogelwch, lleihau trais a sicrhau triniaeth briodol o garcharorion. (c) Parhau i sefydlu strategaethau i atal trais carcharorion, yn cynnwys mesurau i fonitro digwyddiadau. (d) Ymchwilio i bob digwyddiad o drais mewn carchardai a llefydd cadw a sicrhau y delir swyddogion yn atebol pan fyddant yn methu cymryd camau rhesymol i atal ac ymateb i drais o’r fath.


Original UN recommendation

The State party should: (a) Continue its efforts to improve conditions of detention and alleviate overcrowding of penitentiary institutions and other detention facilities, including through the application of non-custodial measures. In that connection, the Committee draws the State party’s attention to the United Nations Standard Minimum Rules for Non-custodial Measures (the Tokyo Rules) and the United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders (the Bangkok Rules). (b) Recruit and train sufficient number of prison personnel to improve security, reduce violence and ensure the adequate treatment of detainees. (c) Continue to implement preventive strategies related to prisoner violence, including measures to monitor and document incidents. (d) Investigate all incidents of violence in places of detention and ensure that prison officials are held accountable in cases where they fail to take reasonable measures to prevent and respond to such violence.
