Dylai’r llywodraeth: Sefydlu ymchwiliad ar unwaith i weithredoedd honedig o artaith a chamdriniaeth o garcharorion a gedwir dramor a gyflawnwyd gan, neu ar gyfarwyddyd, neu gyda chydsyniad swyddogion Prydeinig. Dylai’r ymchwiliad gydymffurfio gyda rhwymedigaethau’r Deyrnas Unedig dan CAT. Sicrhau yr erlynir pob cyflawnwr a’u cosbi yn briodol, a bod dioddefwyr yn derbyn unioniad.
Argymhelliad gwreiddiol y CU
The Committee reiterates its previous recommendation (CAT/C/GBR/CO/5, para. 15) that the State party establish without further delay an inquiry on alleged acts of torture and other ill-treatment of detainees held overseas committed by, at the instigation of or with the consent or acquiescence of British officials. Such an inquiry should be fully compliant with the State party’s obligations under the Convention. The State party should also ensure that all perpetrators of torture and ill-treatment in the context of the inquiry are duly prosecuted and punished appropriately, and that victims obtain redress.
