Dylai’r llywodraeth: a) Ddarparu adnoddau digonol i weithredu’r Strategaeth Troseddwyr Benywaidd ar gyfer Cymru a Lloegr yn effeithiol a sicrhau bod strategaeth debyg yn cael ei mabwysiadu mewn rhannau eraill o’r Deyrnas Unedig; b) Barhau i ddatblygu dedfrydau amgen ar wahân i garcharu, yn cynnwys ymyraethau a gwasanaethau cymunedol, ar gyfer menywod wedi eu cael yn euog o fân droseddau; c) Weithredu i wella darpariaeth gofal iechyd meddwl ym mhob carchar, tra’n ystyrlon o anghenion penodol menywod.
Argymhelliad gwreiddiol y CU
The Committee recommends that the State party: (a) Allocate sufficient resources to effectively implement the Female Offender Strategy, and ensure that a similar strategy is also adopted in other administrations of the State party. (b) Continue to develop alternative sentencing and custodial strategies, including community interventions and services, for women convicted of minor offences. (c) Take further measures to improve the provision of mental health care in all prisons, taking into account the particular needs of women.
