Argymhelliad Cymreig clir

Dylai’r llywodraeth: Sicrhau nad yw unrhyw doriadau cyllideb neu newidiadau cyfreithiol i fandadau sefydliadau hawliau dynol cenedlaethol y Deyrnas Unedig yn cyfyngu ar eu hannibyniaeth ac effeithiolrwydd, yn unol ag Egwyddorion Paris. Sicrhau gwahaniad clir o gyfrifoldebau rhwng y Comisiwn Cydraddoldeb a Hawliau Dynol a Chomisiwn Hawliau Dynol yr Alban ac y gall y ddau ohonynt gefnogi pobl sy’n ceisio unioniad.”


Argymhelliad gwreiddiol y CU

The Committee reiterates its recommendation that any spending cuts and legislative amendments relating to the mandates of the national human rights institutions should not restrict their independent and effective operation in line with the principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles). The State party should also ensure that there is a clear division of areas of responsibility between the Equality and Human Rights Commission and the Scottish Human Rights Commission and that both are able to support persons seeking effective remedies in the areas falling within their respective fields of competence.
