Dylai’r llywodraeth: (a) Sicrhau yr ymchwilir yn brydlon ac annibynnol i bob achos o drais, yn cynnwys ymosodiad rhywiol, yn erbyn plant yn y ddalfa. Sicrhau yr erlynir cyflawnwyr a’u cosbi a bod dioddefwyr yn derbyn unioniad. (b) Sefydlu proses archwilio a chwynion sy’n hawdd i blant yn y ddalfa ddefnyddio. (c) Sicrhau bod beirniaid, erlynyddion a’r heddlu yn derbyn hyfforddiant arbenigol mewn atal cam-drin plant yn y ddalfa, yn ogystal â delio gyda honiadau o gam-drin.
Argymhelliad gwreiddiol y CU
The State party should: (a) Ensure that all cases of violence, especially sexual assault, against children in detention, including those documented by the Independent Inquiry into Child Sexual Abuse, are promptly, impartially and effectively investigated and that substantiated allegations result in the prosecution and punishment of perpetrators with appropriate sanctions, and that victims receive adequate redress. (b) Establish effective inspection and complaints mechanisms that are genuinely accessible to children in detention, and maintain effective monitoring. (c) Ensure that judges, prosecutors and members of the police receive specialized training in preventing and dealing with claims of abuse of children in detention.
