Dylai’r llywodraeth: (a) Ystyried creu uned arbenigol yn yr Heddlu Metropolitanaidd a Gwasanaeth Erlyn y Goron i gryfhau defnydd o awdurdodaeth gyffredinol i erlyn cyflawnwyr artaith sy’n bresennol yn y Deyrnas Unedig. (b) Cyhoeddi gwybodaeth am bolisi llywodraeth y Deyrnas Unedig ar roi imiwnedd rhag arést neu achos troseddol i ymwelwyr tramor ar genadaethau diplomyddol. Sicrhau na roddir imiwnedd i unrhyw un yr honnir i fod wedi cyflawni artaith.
Argymhelliad gwreiddiol y CU
The State party should: (a) Consider strengthening its ability to exercise universal jurisdiction over perpetrators of torture present on the territory of the State party by creating a specialized unit within the Metropolitan Police and Crown Prosecution Service. (b) Publish information concerning the State party’s policy on granting special mission immunity, and take measures to ensure that the State party does not grant immunity to individuals alleged to have committed torture.
