Dylai’r llywodraeth: (a) Datblygu hyfforddiant gofynnol ar gyfer swyddogion cyhoeddus sy’n cwmpasu cynnwys y CAT. (b) Sicrhau bod pob gweithiwr perthnasol, yn cynnwys staff meddygol, yn cael u hyfforddi i nodi achosion o artaith a cham-drin yn unol â’r cyngor a gyhoeddwyd gan y CU ar ymchwilio a dogfennu achosion o’r fath. (c) Gwerthuso pa mor effeithiol yw rhaglenni hyfforddi o ran lleihau, nodi ac ymchwilio i achosion o artaith. (d) Sicrhau bod unrhyw gydweithrediad neu gefnogaeth mae’r Llywodraeth yn ei gynnig i wledydd eraill dan gytundebau ymfudo yn gyson gyda’r Confensiwn yn erbyn Artaith. Ystyried sefydlu system i fonitro prosiectau cydweithredu presennol yn Libya.
Original UN recommendation
The State party should: (a) Further develop mandatory training programmes to ensure that all public officials are well acquainted with the provisions of the Convention. (b) Ensure that all relevant staff, including medical personnel, are specifically trained to identify cases of torture and ill-treatment, in accordance with the Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment of Punishment (Istanbul Protocol). (c) Develop a methodology for assessing the effectiveness of training programmes in reducing the number of cases of torture and ill-treatment and in ensuring the identification, documentation, investigation and prosecution of these acts. (d) Ensure that any cooperation and/or support that the State party may provide under bilateral or regional migration agreements is consistent with the purposes of the Convention. The State party should also consider establishing an effective mechanism for monitoring the implementation of cooperation projects in Libya.
