Argymhelliad Cymreig clir
Dylai’r Llywodraeth:
(a) Gwneud mwy i roi terfyn ar bob gwahaniaethu hiliol ac ethnig. Mae hyn yn cynnwys gwahaniaethu systemig yn arbennig yn erbyn Sipsiwn, Roma a Theithwyr, a phobl o dras Affricanaidd. Mae hyn yn cynnwys eu triniaeth yn y system cyfiawnder troseddol, wrth ddefnyddio pwerau stopio a chwilio, ac mewn gwasanaethau cyhoeddus. Dylai fonitro ac asesu cyfreithiau a pholisïau ar hiliaeth a pheidio â gwahaniaethu, a sicrhau digon o adnoddau i roi cynlluniau a pholisïau gwrth-wahaniaethu ar waith yn llawn;”
(b) Barhau i wella adrodd, ymchwilio, erlyn a chosbi gwahaniaethu. Gwnewch hyn yn unol â rhwymedigaethau ICCPR;
(c) Wneud mwy i gynyddu’r camau gweithredu i atal gwahaniaethu, gan gynnwys trwy hyfforddi gweision sifil, swyddogion a chyrff gorfodi’r gyfraith, y farnwriaeth ac erlynwyr cyhoeddus ar ymwybyddiaeth hiliol, ethnig a diwylliannol.
Original UN recommendation
The State party should:
(a) Redouble its efforts to prevent, combat and eradicate all forms of racial and ethnic discrimination, particularly systemic discrimination against Gypsies, Roma and Travellers and people of African descent in the criminal justice system, in the use of stop and search powers and in public services, including by monitoring and assessing legislative and policy measures on racism and non-discrimination, and by ensuring the allocation of sufficient resources for the full implementation of anti-discrimination plans and policies;
(b) Continue its efforts to improve the reporting, investigation, prosecution and punishment of acts of discrimination, in accordance with its obligations under the Covenant;
(c) Increase its efforts to prevent acts of discrimination, including by ensuring adequate training on racial, ethnic and cultural awareness for civil servants, law enforcement officials and bodies, the judiciary and public prosecutors.
