Dylai’r Llywodraeth:
(a) Adolygu sut mae newidiadau lles yn effeithio ar blant anabl a’u teuluoedd; cynyddu taliadau fel nad yw’r taliadau hyn yn eu niweidio’n anghymesur a bod ganddynt safon byw digonol; (b) Lleihau amseroedd aros; gwella’r system ar gyfer adnabod anghenion plant anabl a darparu cymorth fel bod pob plentyn anabl yn medru cael mynediad i addysg, gofal iechyd, gwarchodaeth gymdeithasol a chymorth arall; (c) Sicrhau bod plant anabl yn medru datblygu a chyfranogi’n llawn mewn cymdeithas, yn cynnwys trwy sicrhau bod unrhyw un sy’n gweithio gyda a throstyn nhw wedi eu hyfforddi i’w cefnogi nhw’n iawn a’u bod yn medru cael cymorth personol, adsefydlu a chyfarpar cynorthwyol; (d) Sicrhau bod gan blant anabl lais ym mhob penderfyniad sy’n effeithio arnyn nhw.Argymhelliad gwreiddiol y CU
The Committee recommends that the State party: (a) Assess the impact of welfare changes on children with disabilities and their families, and increase social welfare payments accordingly to ensure that policies do not have a discriminatory effect on them and that such payments are sufficient in ensuring their right to an adequate standard of living; (b) Reduce waiting times and strengthen the system for early detection and intervention, including for children with autism and developmental disorders, in order to facilitate access for children with all types of disabilities to education, health care, social protection and support services; (c) Strengthen support for the social integration and individual development of children with disabilities, including by providing capacity-building to professionals working with and for children on the rights and specific needs of children with disabilities, and ensuring their access to personal assistance, rehabilitation and assistive devices; (d) Ensure the right of children with disabilities to be heard in all decisions that affect them.
