Dylai’r llywodraeth: Hyrwyddo gwasanaeth iechyd llawn (yn cynnwys iechyd meddwl), yn unol â’r ddyletswydd a gyflwynwyd gan y Ddeddf Iechyd a Gofal Cymdeithasol 2012. Sicrhau y gweithredir cyfreithiau iechyd meddwl yn briodol ar draws y Deyrnas Unedig. Gwella gofal iechyd meddwl yn y Deyrnas Unedig, gan sicrhau yr ariennir gwasanaethau yn briodol, eu bod yn hygyrch ac o ansawdd uchel (yn cynnwys ar gyfer pobl yn y carchar).
Argymhelliad gwreiddiol y CU
The Committee recommends that the State party ensure the effective implementation of the duty introduced by the Health and Social Care Act 2012 and allocate sufficient resources to the mental health sector. The Committee urges the State party to continue its efforts to guarantee the effective implementation of the mental health legislation in all jurisdictions of the State party and to ensure the accessibility, availability and quality of mental health care, including for persons in detention.
