Argymhelliad Cymreig clir
Dylai’r Llywodraeth ailgyflwyno ei tharged o roi 0.7% o’i hincwm cenedlaethol fel cymorth datblygu swyddogol (gwariant ar gymorth a datblygiad rhyngwladol i wledydd eraill). Dylai’r Llywodraeth hefyd:
(a) Gwella sut mae’n gwirio a yw prosiectau cymorth datblygu yn effeithio ar hawliau pobl o dan y Cyfamod Rhyngwladol ar Hawliau Economaidd, Cymdeithasol a Diwylliannol (ICESCR) yn y gwledydd lle mae’r prosiectau hynny wedi’u lleoli – yn enwedig eu hawliau i amodau gwaith teg, safon byw dda, iechyd ac addysg. Dylai’r Llywodraeth wybod am yr effaith hon cyn gwneud penderfyniadau ynghylch pa brosiectau i’w hariannu;
(b) Creu system ar gyfer gwirio sut mae polisïau a phrosiectau yn effeithio ar hawliau dynol mewn gwledydd sy’n derbyn cymorth datblygu a chymryd camau i atal neu ddatrys unrhyw broblemau;
(c) Sicrhau bod rhaglenni cymorth datblygu y mae’n eu hariannu yn helpu gwledydd i gyflawni eu cyfrifoldebau hawliau dynol, yn enwedig o ran sicrhau mynediad at addysg gynradd ac uwchradd o ansawdd da, a gofal iechyd fforddiadwy o ansawdd uchel.
Original UN recommendation
The Committee encourages the State Party to reattain its official development assistance target of 0.7 per cent of its gross national income as soon as possible and urges the State Party:
(a) To strengthen the measures designed to analyse the impact that operations funded by development assistance institutions have on the enjoyment of Covenant rights in recipient countries, in particular the rights to just and favourable conditions of work and an adequate standard of living, health and education prior to their decisions;
(b) To establish a regular monitoring mechanism to assess the human rights impact of policies and projects in recipient countries and take preventive or corrective actions where necessary;
(c) To ensure that its official development assistance programmes prioritize supporting recipient countries in meeting their obligations under the Covenant, especially in guaranteeing to everyone access to free, quality, primary and secondary education and high-quality and affordable health care.
