Argymhelliad Cymreig clir

Dylai’r Llywodraeth:
(a) Atgyfnerthu camau gweithredu i sicrhau addysg o safon i blant o leiafrifoedd ethnig, yn enwedig plant Sipsiwn, Roma a Theithwyr; plant o dras Affricanaidd; a phlant mudol, ceiswyr lloches, a ffoaduriaid;
(b) Cymryd pob cam i leihau bylchau cyrhaeddiad. Mae hyn yn cynnwys trwy gynllun i wella addysg ar gyfer plant o leiafrifoedd ethnig. Rhaid i’r cynllun hwn gynnwys mesurau ar gyfer disgyblion Sipsiwn, Roma a Theithwyr; plant o dras Affricanaidd; ac ar gyfer plant mudol, ceiswyr lloches a ffoaduriaid. Rhaid ei greu mewn ymgynghoriad agos â theuluoedd y cymunedau yr effeithir arnynt;
(c) Adolygu a monitro’r defnydd o waharddiadau o’r ysgol a darparu dewisiadau eraill nad ydynt yn gosb. Dylai fynd i’r afael â’r defnydd anghymesur o waharddiadau o’r ysgol ar blant o leiafrifoedd ethnig;
(d) Gymryd mwy o gamau i roi terfyn ar wahaniaethu hiliol a bwlio hiliol mewn ysgolion. Dylai fabwysiadu mesurau i godi ymwybyddiaeth o niwed bwlio. Dylai hefyd weithredu offeryn ar gyfer canfod yn gynnar, hyfforddiant gorfodol i athrawon, casglu data wedi’i ddadgyfuno’n systematig, a dylai ei gwneud yn ofynnol i gofnodi a monitro ymddygiad bwlio;
(e) Gymryd camau i gynyddu cynrychiolaeth athrawon o leiafrifoedd ethnig yn y system ysgolion i adlewyrchu’r cymunedau y maen nhw’n eu gwasanaethu.

The Committee recommends that the State party:
(a) Strengthen its measures to ensure the availability, accessibility and quality of education for children belonging to ethnic minorities, notably children belonging to Gypsy, Roma and Traveller communities, children of African descent and migrant, asylum-seeking and refugee children;
(b) Take all measures necessary to reduce attainment gaps, including by adopting and implementing an action plan to improve educational attainment for children belonging to minorities, with specific and tailored measures for pupils belonging to Gypsy, Roma and Traveller communities, pupils of African descent and migrant, asylum-seeking and refugee pupils, and in close consultation with families in affected communities;
(c) Review and monitor the use of exclusions, provide for appropriate nonpunitive alternatives and effectively address their disproportionate use of exclusions for children belonging to ethnic minorities;
(d) Increase efforts to eliminate racial discrimination and racist bullying in schools and adopt adequate measures, including awareness-raising on the harmful effects of bullying, early detection mechanisms, mandatory training for teachers, systematic collection of disaggregated data and compulsory recording and monitoring of bullying behaviour;
(e) Take effective steps to increase the representation of teachers from ethnic minorities in the school system for teaching staff to reflect better the communities they serve.
