Argymhelliad Cymreig clir
Dylai’r Llywodraeth:
(a) Gwneud mwy i sicrhau bod gofal plant ar gael, yn hawdd cael gafael arno ac yn fforddiadwy. Dylai wneud hyn drwy gynyddu cyllid y llywodraeth a darparu cymorth ariannol wedi’i dargedu ar gyfer y rheini sydd ei angen fwyaf, er enghraifft drwy lwfansau gofal plant;
(b) Gwneud absenoldeb tadolaeth yn well drwy roi digon o amser o’r gwaith i dadau a sicrhau eu bod yn cael digon o dâl yn ystod eu habsenoldeb. Ni ddylai’r lefel uwch hon o absenoldeb gynnwys absenoldeb sy’n cael ei gymryd o absenoldeb mamolaeth presennol y fam;
(c) Pasio deddfau i greu system gofal cymdeithasol gyflawn a chynhwysol ar gyfer plant ac oedolion. Dylai’r system hon annog rhannu gofal dros blant, pobl anabl ac oedolion hŷn, a dylai ystyried rhywedd, gwahanol gefndiroedd a phrofiadau bywyd, diwylliannau a hawliau dynol;
(d) Gwneud mwy i atal camfanteisio rhywiol a thrais yn erbyn plant drwy ddilyn argymhellion ymchwiliadau fel yr Ymchwiliad Annibynnol i Gam-drin Plant yn Rhywiol yng Nghymru a Lloegr, Adolygiad Gillen yng Ngogledd Iwerddon, Ymchwiliad Cam-drin Plant yr Alban ac eraill, fel yr argymhellwyd hefyd gan y Pwyllgor ar Hawliau’r Plentyn.
Original UN recommendation
The Committee recommends that the State Party, along with the devolved governments of Northern Ireland, Scotland and Wales:
(a) Adopt or strengthen measures to ensure the availability, accessibility and affordability of childcare through increased public funding and targeted financial support, such as childcare allowances;
(b) Strengthen paternity leave policies by ensuring adequate paid, non transferable leave;
(c) Adopt legislative measures to establish a comprehensive, inclusive care and support system that promotes shared caregiving responsibilities for children, persons with disabilities and older persons and integrates a gender-sensitive, intersectional, intercultural and human rights-based approach;
(d) Strengthen measures aimed at tackling the sexual exploitation of and violence against children, including by implementing the recommendations of the Independent Inquiry into Child Sexual Abuse in England and Wales, the Gillen Review in Northern Ireland, the Scottish Child Abuse Inquiry and other relevant inquiries and investigations conducted by independent bodies, as also recommended by the Committee on the Rights of the Child.
